RIMS works entrusted to Central panel:

Imphal, Apr 23: With financial management of the State Government far from being satisfactory and taking into account unstable law and order situation development works of RIMS is informed to have been entrusted to the Central Government's public undertaking Hospital Services Consultant.

A top official of the medical institute stated that incompetency of the State Government in the utilisation of the annual plan allocation coupled with the prevailing law and order uncertainty has led to the Central Government to adopt a more pragmatic approach so as to ensure development funds do not fall into wrong hands.

The official further informed that development works to be handled by the Consultant include those envisioned under the Prime Minister's special package of Rs 100 crore as well as under the Phase-II project of similar programmes.

On the other hand, to take a first hand account of works to be implemented under the Phase-II Project, architects engaged by the Hospital Services Consultant Mr Khaitan and Mr Sood arrived at Imphal today and soon after arrival went on a whirlwind inspection tour of RIMS campus.

Development works under the Phase-II Project comprise of building constructions for setting up dental and nursing colleges, and a new OPD block in addition a 250-bedded super specialist hospital.

The total estimated cost of the Project is said to be Rs 199.9 crore.

Moreover, works to be taken up under the PM's package will cover establishing an additional maternity ward capable of accommodating 100 patients (beds), facility for an uninterrupted power supply and staff quarters.

The development work is being taken up following the upgradation of RIMS to the status of AIIMS.

State MRs to join Nation wide stir:

Imphal, Apr 23: In response to the country-wide strike call of Federation of Medical and Sales Representatives' Association of India, the Imphal Unit of the Centre for Medical and Sales Representatives' Union, North East Region would be observing a day-long strike tomorrow in pursuance of its demands from the Central Government.

The demands include stopping imposition of excise duty on essential medicines, reduction of excise duty to 4 percent on other medicines, to review the policy of imposing excise duty and income tax exemption on medicines in some States, to revert the cost-based excise duty on medicines, to stop fake drugs, stronger law to punish manufacturers and sellers of fake drugs, to implement laws to punish companies bribing medical practitioners and companies indulging unfair trading of medicines, to notify 'sales promotion' as 'industry', to amend law for statutory working rules, to extend SPE Act in all industries, to institute an All India Tripartite Committee on sales promotion employees, State-amendments of Section 2 (s) of I D Act for sales promotion employees, State's fixation and enforcement of minimum wages and not to remove sales promotion employees from MRTU and PULP Act.

Commandos nab three UGs:

Imphal, Apr 23: Teams of Imphal West district police commandos have apprehended three activists of the NSCN (IM) and PREPAK organisations from different places yesterday.

In the first instance, the NSCN (IM) activist identified as Panmei John alias Lanmei (34) s/o Kadiningba Panmei of Lukhambi (II), Noney was arrested from Sangaiprou area near FCS/FCI Department at around 11.30 am, informed a statement of the SP (IW) L Kailun.

Apart from the individual reportedly disclosing of joining the NSCN (IM) in October 2005 through one Akham Desuan, the commandos recovered one Chinese-made MPEG-4 TV mobile with Aircel sim card (9856908196) and a fake identity card of Medical department, the statement added.

The same day at around 8.45 pm, two PREPAK activists were hauled up from Uripok Bachaspati Leikai and their identities established as Gurumayum Bishe alias Kishan sharma (30) s/o (L) G Shamu Sharma of Singjamei Wangma Khongman Manjil and Lourembam Kulla alias Kulladhaja (36) s/o L Homendro of Uripok Bachaspati Leikai.

One 9 mm pistol (No.71019) with magazine and four live rounds has been recovered from the possession of G Bishe.

Drive against tobacco products:

Imphal, Apr 23: In connection with its drive against selling and consumption of tobacco products, the proscribed outfit RPF today destroyed a large quantity of the banned substances seized from various places by setting them on fire and tonsured the heads of six women who were selling tobacco products as punishment for defying its diktat.

The destroyed tobacco products have been seized during a drive launched on April 22 at different places of Thoubal Tata area.

The six women who were pulled up for selling tobacco products and later tonsured their hairs as punishment have been identified as Soraisam Roma Devi (32) w/o Deepak, Akoijam Maipak Devi (57) w/o Amu, Lourembam Nungsitombi Devi (35) w/o Braja, Koijam Inaobi Devi (48) w/o late Parijat, Ningombam Baruni (52) w/o Shyamjai and Akoijam Jibanlata Devi (40) w/o Deban.

All of them are residents of Thoubal Wangmata Bazar area.

Parading all six of them before mediapersons somewhere in valley area today, a spokesperson of the department of communication and publicity of RPF said that the heads of the six accused women have been tonsured as punishment and their shops have been shut down for a period of six months.

National seminar on State history:

Imphal, Apr 23: Indira Gandhi National Centre for the Arts, New Delhi and Research Forum, Manipur jointly organised a National seminar on the central theme of 'Early history of Manipur' at Kangla Hall here today.

The inaugural function of the day-long seminar was attended by MLA Ng Bijoy and president of Research Forum, Manipur Dr A Birchandra as chief guest and functional president respectively.

Delivering the key note address of the seminar, Dr Mangsatabam Lokendra described Manipur as a land which has been able to preserve its unique identity all along its long and eventful history.

The seminar has been organised with the main objective of preserving and promoting the unique identity and culture of Manipur and its people by the Forum which is a joint body of dedicated researchers and historians, he said.

Speaking as chief guest of the function, MLA Ng Bijoy pointed out that academic study of the early history of Manipur, its social structure, economic condition and the lifestyle of its people is essential.

Releasing the quarterly journal 'Reforms' of the Research Forum, Manipur, the MLA observed that the efforts should be made to popularise the journal as a professional journal.

Haoroibam Indramani, Hareshwar Goswami, W Nabakumar and Nungleppam Shyamkanhai were among the resource persons who read out papers during the seminar moderated by Dr Kriti.
