Election to District Councils
Cabinet okays Ordinance for ADC:
Imphal, Apr 21: To pave the way for holding the election to the Autonomous District Councils, the State Cabinet which met this evening has decided to give the green signal to implement the Ordinance which will be henceforth known as the 'Manipur (Hill Areas) District Council (3rd Amendment) Ordinance, 2008' .
As per the Ordinance the election to the District Council, will be held under the supervision of the State Election Commissioner instead of the earlier practise when it was under the Hill Commissioner.
The Cabinet which met from 4.30 pm till late into the evening also discussed the autonomy and power to be given to the District Councils, said a source.
On the education front, the meeting decided that the autonomy granted to the District Councils till class V will be upgraded to Class VII .
To devolve more power and authority to the District Councils, the Cabinet decided that the functioning from the Dispensary to the Primary Healthy Sub-Centre level will be in the hands of the District Councils.
Other responsibilities to be given to the District Councils include road construction, soil conservation, youth affairs and sports, non-formal education, khadi and village industries etc.
More power or authority needed to be given to the District Councils will be decided after due consultation with the Hill Areas Committee and the Governor, said the source further.
The Ordinance has also decided that the seat of each District Council will be increased from the existing 18 to 24.On top of this the State Govt will nominate two members thus bringing the total strength of the Council to 26 members.
Each Council will have a Chairman, Vice Chairman and five other members, said the source and added that the Chairman, Vice Chairman as well as all the members will enjoy the status of Ministers.
The Ordinance will be placed before the House in the next session to be passed, said the source further.
