CAG Reveals National Games Fund Diversion

Govt accounts for diverted police funds still not settled:

Imphal, Apr 21: Documents relating to the release of Rs. 2 crores for the modernization of the police force in Manipur, which was diverted for security related expenditure during the Vth National Games held in Imphal during the year 1998-99, is yet to be furnished to the Union ministry of home affairs even after 10 years have passed, a source has said.

Despite reminders from the Union ministry of home affairs for furnishing the same with the latest intimation asking for furnishing of the same before the closing of this year 2007-08, the same is pending with the Manipur government, the source further said.

The report of the Comptroller and Auditor General of India for the year ending 31st March 2003, financial accounts 2002-03 as well as appropriation accounts 2002-03 for the state of Manipur had revealed the diversion of the funds by the Manipur government.

Out of the said amount of Rs. 2 crores released for modernization of police forces for 1998-99, Rs. 1.68 crore is stated to have been utilized on the Vth National Games which was hosted by Manipur, a report said.

It stated that the amount was utilized on the Vth National Games in line with the decision taken at a meeting held in Imphal with Pranav Ray, financial advisor, MHA. The meeting decided to utilize the amount of Rs. 2 crore for the Vth National Games 1999 temporarily to be adjusted later.

But while putting up the details of the expenditure incurred related with the fund of Rs. 2 crores, the document related with the release of the fund by the state government was not furnished to the MHA. The MHA has been fully funding the state in the scheme for modernization of the police force in the state.

An official source said that the MHA has been insisting on the authorities of the Manipur government to furnish the documents relating to the release of the amount by the state government since October 2004 but despite reminders the same has remained pending with the Manipur home department.

At the latest, the Manipur government was asked to furnish the same before the closure of the fiscal year 2007-08 which was closed on March 31, 2008 but it was not furnished by the state government, the source disclosed.

The amount was incurred in purchasing, installation and in the provision of payment for accommodation for the security personnel at the Vth National Games as per the particulars of the items against which the amount was sanctioned.

A total of Rs. 48,57,300 was sanctioned for purchasing of wireless sets with accessories for the police security arrangement for the game, Rs. 6,650 for installation of seven temporary P &T for use by army, Rs. 20,900 for the installation of two numbers of P&T at police control room at Khuman Lampak sports complex, the main venue of the games.

Another amount of Rs. 94, 200 was sanctioned by the state government for purchasing 19 numbers of DFMD and 15 numbers of HHMD including other gadgets and tools of CID for use in connection with the games, Rs. 11,65,163 for purchasing of miscellaneous items for the police security arrangement, Rs. 79,00,000 for part payment of cost of 32 numbers of prefabricated shelters for accommodating security forces for ex-state battalions inducted and Rs. 2715,417 for purchasing of wireless sets with accessories and printing charge of 1000 copies of `information booklets` for use in connection with the Vth National Games.
