Blast Rocks Babupapra VIP Colony

Five hurt; another bomb on Governor's route:

Imphal, Apr 24: The heavily guarded Babupara VIP colony was rocked today morning when a remote controlled IED fitted on a scooter exploded leaving at least five people including a woman injured even as another IED fitted on a rickshaw was found on the BT road where the Manipur Governor was scheduled to travel on Thursday.

The IED on the rickshaw was removed safely by state police bomb squads from the spot. Eleven detonators connected to a remote control device with a radio set and about 3 Kgs explosive substance believed to be RDX were recovered inside a box below the seat of the rickshaw.

Chief minister O Ibobi Singh convened a Cabinet meeting this evening and reviewed the situation even as intensified security at Babupara and all roads leading to Imphal city were witnessed after the blast and recovery of IED amidst the crowded Imphal city.

The Cabinet while taking stock of the security measures taken up has decided to remove all the shops on the roadsides inside the Babupara excluding only those running on the patta lands.

The Manipur government took today's militancy related incidents seriously as the state is preparing for the visit of the Union cabinet secretary KM Chandrasekhar accompanied by Union home secretary Madhukar Gupta and top officials from the ministries who are scheduled to arrive in the state for making a comprehensive review of the lawlessness and tardy development in Manipur on Friday.

At least five people including a woman were hurt when the IED fitted on a scooter and apparently triggered by a remote control devise went off close to the SIB (Subsidiary Intelligence Bureau) office and opposite to the MLA T Mangibabu`s official quarters at about 10.30 am. The spot is located only about 100 meters away from the chief minister`s bungalow next to TN Haokip`s quarter.

The impact of the blast was so high that the splinters from the bomb reached the chief minister`s bungalow apart from damaging a RCC wall at the southern side of MLA T Mangibabu`s quarter and furniture and doors of minister TN Haokip. It also totally damaged the scooter on which the bomb was fitted.

The entire Babupara area was cordoned off and search operations launched with raids on the quarters of ministers and MLAs including the quarters of PHED minister TN Haokip and MLA T Mangibabu.

So far none of the rebel groups have owned responsibility for the blast. However, police suspect the blast was linked with the one that took place one and a half month ago at the Assembly complex on March 8.

Another IED containing about 3 kgs explosive substance (RDX) was also found fitting on a rickshaw by the police at around 2.15 pm at BT road ahead of the arrival of Governor Dr. SS. Sidhu to attend the final match of the 18th Invitation Governor`s Cup Polo Tournament at Imphal Pologround.

The said IED was recovered by the security guards who informed the CID personnel taking up precautionary measures on the road to be taken by the Governor.
