Opposition MLAs tear apart Governor’s address:
Imphal, Feb 4: The debate on the motion of thanks to the address of the Governor of Manipur to the house began on Monday, with Opposition MLAs picking large holes in the achievements claimed on behalf of the Congress-led SPF government.
The discussion on the motion of thanks for the Governor’s Address was moved during the morning session by MLA E Kunjeswar Singh and seconded by MLA N. Mangi Singh from the treasury bench.
The mover claimed that the Governor’s Address, given on the first day of the Assembly session reflects every aspect of the developmental activities taken up by the state government and its future plans.
However, criticism of the Governor’s Address started coming thick and fast from the Opposition MLAs.
Opposition leader MLA, Radhabinod Koijam led the way, pointing out that the Governor`s Address in the House has failed to mention the policies and steps that the state government need to adopt to take advantage of the Look East Policy of the Central government.
Even though the state should be one of the centrepieces of the Look East Police, the Governor’s Address has failed to make mention of the plans, strategies and policies to be take up in order to achieve the maximum benefits out of the Look East Policy, Radhabinod lamented.
He further said the Governor Address in the House has also failed to mention the lack of coordinations among various major department of the state while implementing their respectives projects and schemes.
He cited, in this respect, the deteriorating condition of Imphal area arising out of the work being undertaken for the Imphal Sewerage Project, and failure to maintain proper statistics for ration cards holders of the state under PDS by the state FCS department, which he said is a sign of sign of non transparancy in the Public Distribution System.
Opposition MLA, Dr. Ng. Bijoy of the MPP also criticised the Governor`s address for failing to mention the specific ground rules and policies taken up by the state government in respect of the peace talks which it has offered to various insurgents groups operating in the state.
He also observed that the address given by the state Governor also failed to make mention of steps need to be taken by the state government for ensuring quality meat productions in the state, the number of students benefited under SSA and the new health care policies of the state.
MLAs V. Hangkhalian and Ngursanglur said the Governor’s address has totally neglected to mention the actual rehabilitation programmes taken up for the victims who have been suffering due to food scarcity caused by bamboo flowering and subsequent explosion of rodent population in the sub-divisions of Thanlon, Tipaimukh, Singhat and Henglep in Churachandpur district.
They maintained that the most challenging task of the state is to provide food security to the people of these areas, and called for the immediate attention of the state government to their plight.
MPP’s Ibohalbi in his observations said the Governor Address failed to mention a clear cut stands to protect the territorial integrity of the state, as it has not mentioned what type of action or punishment is to be taken up against those who stand against the unity and integrity of the state.
He also said that, the Governor also failed to mention the strategies taken by the government to prevent frequent bandhs and blockades and to combat corruption.
In the meantime, due to time constraints, the discussion on Governor’s address could not be completed today and same discussion will continue further in tomorrow`s session.
