Admission of a Malaise by Minister

Medical staff avoiding posting to distant areas:

Imphal, Feb 4: The state health minister Ph Parijat admitted in the state Assembly on Monday that the transfer and posting policy for medical department personnel of the state government has been less than a success.

Responding to questions posed by Opposition MLAs in the Assembly, the minister said doctors and nurses transferred to distance places very often evinced strong reluctance to join their posts. Sickness is a claim very frequently made as an excuse not to join such distant posts, the minister quipped.

Answering questions posed by MLA Dr Ng Bijoy, Parijat said action is being taken up within the framework of the National Health Policy for infrastructure strengthening of various health care centres in both the hills and the valley, including construction of buildings for PHCs and PHSCs where they do not yet exist.

He also noted that the bill for creation of a state nursing council has already been passed by the Assembly, and rules for the same has been notified in the month of January.

Meanwhile, there was a brief flare-up between Tengnoupal MLA Morung Makunga and Kakching MLA Y Surchandra during the Question Hour in connection with a question raised by Makunga over the alleged issue of pattas by the revenue department of Thoubal district pertaining to land falling within Chandel district.

While revenue minister Th Devendra clarified that there was no such cases of issue of pattas, Morung Makunga charged that people of Kakching had occupied land at Pallel Sora falling within Chandel district, and were not allowing people of the Maring community to farm there.

He also made a remark that the land owner has been driven off by monkeys, quoting from a Manipuri folk story (Lou mapu yongna talle), prompting Kakching MLA Y Surchandra to ask whether he was calling the people of Kakching monkeys. Surchandra also maintained that the land in question did not belong to the Maring community exclusively.

Senior opposition MLAs Radhabinod Koijam and O Joy however intervened at this point to stop the exchange, and the matter did not go any further.

Chief Minister O Ibobi Singh, responding to a question raised by Dr I Ibohalbi, has clarified that as on date, no Electors Photo Identity Cards have been prepared as per the revised guidelines and subsequent instructions of the Election Commission of India.

However, preparation for photo electoral rolls for all 60 A/Cs is in full swing, the CM said, and informed that it is 80% complete in the valley, and 18.58% complete in the hills.

Solid waste management project: Responding to a question raised by Radhabinod Koijam, chief minister Ibobi said the detailed project report for the solid waste management project for Imphal city has been completed and approved by the Union ministry of urban development, and consultants identified in respect of water supply, urban renewal and drainage,

Work on the project is commencing soon, he stated.

Ibobi also informed that Imphal was one of 63 urban centres in the country chosen for undertaking the project under the Jawaharlal Nehru National Urban Renewal Mission.

A sum of Rs 9.86 crore has been sanctioned for the project in 2007-2008 while Rs. 30 crore is earmarked for it in 2008-2009.
