Kuki-Naga Clash Rehabilitation
Relief delay prompts stir threat:
Imphal, Feb 2: Setting February 5 deadline for payment of the promised rehabilitation package to families in the five hill districts of Manipur affected by the ethnic violence of the Kuki-Naga, Kuki-Zoumi and Kuki-Paite clashes, the Communal Victims' Relief and Resettlement Association has cautioned the State Government to do the needful failing which intense agitation would be launched.
Speaking to newspersons at the Manipur Press Club on Saturday, Association president Ajang Khongsai informed that Ministry of Home Affairs had on June 2006 released over Rs 8 crores to mitigate financial hardships besetting those families who lost their members during the Kuki-Naga ethnic clash in the early part of 1990s.
After the NSCN (IM) served quit notices to Kuki villages in 1991 bloody clashes broke out from June, 1992 affecting 8800 Kuki families scattered in the five hill districts of Churachandpur, Chandel, Ukhrul, Tamenglong and Senapati, for whom the Centre is informed to have provided the relief package amounting to Rs 8.80 crore.
The fact that the relief amount is yet to be dispersed to the victims' families after nearly two years of depositing the package amount in the State Government's account annoyed Ajang. He questioned why such humane gesture of the Central Government should be decapitated by State authorities.
He also took strong note that in spite of a joint meeting between representatives of the State Govt. and the Association in confirming genuine beneficiaries and subsequent agreement for distributing the relief amount at 1st MR ground no positive action had been initiated from the State Govt's side till date.
The said meeting is said to have been held under the chairmanship of the Chief Secretary, Principal Secretary (Home) and Deputy Commissioners of the five affected districts representing the Govt with executive members of Association voicing plight of the victims and their families.
Recounting that a meeting of the Association's executive committee and functionaries of respective district committees held on January 25 minutely discussed on the lackadaisical attitude of the State Govt on the sensitive issue despite the Centre showing its concern and commitment to the cause.
Moreover, an ultimatum had already been placed before the Chief Minister on January 28 to do the needful within February 5, he maintained.
Reiterating the Association's demand for appropriate and positive action with the specified date, he also sought cooperation all concerned to the victims' cause and proposed agitation.
