Delimitation Issue

MPP hardens stand:

Imphal, Dec 15: Manipur People’s Party (MPP) has reaffirmed its earlier stance of opposing any move to affect delimitation of the existing Assembly and Parliamentary Constituencies on the basis of the contested census report of 2001 which they termed it ‘abnormal’ during a discussion session held in connection with its fortnight-long 40th foundation day on Saturday.

After a serious deliberation on the issue, the discussion session held at the party office here unanimously resolved that the 2001 census report of Manipur is abnormal, and hence should be considered ‘bogus’.

So any attempt to carry out delimitation based on the same bogus census report is irrational and should be opposed by all the people as it would have serious implications on the unity and integrity of the State inhabited by various ethnic groups of people.

Demanding the Government of India to exclude Manipur from the purview of the Delimitation Act, the discussion session also resolved to forward its resolutions to the Government of India, Delimitation Commission of India and other authorities concerned.

Earlier participating in the discussion session, party president Dr L Chandramani observed that ‘Manipur would be on fire’ if the delimitation is to be carried out based on the controversial 2001census report. The situation calls for maintaining the status quo of the existing Assembly and Parliamentary Constituencies, and all the people to join hands in stopping the on-going delimitation process.

Leader of the party’s legislature wing O Joy said people of Manipur should never accept the draft working paper brought out by the Delimitation Commission as it is full of discrepancies and loopholes.

While informing that the loopholes have already been pointed out during the recent meeting of the Delimitation Commission, Joy who is also an associate member of the Commission, categorically stated that abnormal increase of population in the hill districts is only due to manipulation and filing the report on table.

Party MLA RK Anand said that any attempt on the part of the Delimitation Commission to affect delimitation in Manipur on the basis of the 2001 census report should be taken as a challenge to the people of Manipur as a whole for which MPP is determined to fight with all its strength.

Former Minister Dr Nimaichand Luwang observed that if the Commission tries to go ahead with the delimitation process inspite of knowing that the census report of 2001 is bogus than every possible efforts should be used to stop it. He also said that it is to the credit of MPP that Sanamahi religion has been recognised in the 2001 census and the party would continue to work toward ensuring reservation for the followers of this religion.

Former Union Minister Th Chaoba was also present and spoke during the discussion session.
