Planning stir over retirement age:

Imphal, Jan 31: The government college teacher community is contemplating to launch a stir if the teachers’ demands for increasing the age of superannuation to 62 years as per UGC norms and filling up of vacancies continue to be ignored by the government.

Informing this to mediapersons at the Manipur Press Club on Thursday, P Laingam, president, All Manipur College Teachers Association said the demand for raising the age of superannuation to 62 for college teachers is a long-standing demand, but despite being aware that the teachers` demand is justified, the government has been sidelining the matter.

The teachers` demand is that all components of established UGC norms in respect of higher education should be implemented in Manipur, he stated.

He also noted that in 23 states of the country, the age of superannuation for colleges and university teachers has been increased from 60 to 62 and even 65 years. This is true of all the north-east states except for Manipur, he said, lamenting that the Manipur government seems uninterested in improving the education system in Manipur.

He further pointed out that the Central government, as a measure to meet the shortage of teachers in higher and technical education, has also reviewed and increased the age of superannuation for teachers in all centrally funded institutions from 62 to 65 years. This has been in force since March 2007, he said.

Laingam further pointed out that in response to a faxed letter from the AMCTA raising the demand for increasing the age of superannuation, the Prime Minister’s Office had written to the education secretariat of the state government in July last year to look into the matter.

The central government’s order fixing the new date of superannuation at 65 was also enclosed in the PMO’s communication, indicating that the PMO is in favour of the AMCTA demand, but the same has been ignored by the state government, he lamented.

He said that the total number of requirement of teachers in the 28 government colleges in Manipur is 1918 while the total number of sanctioned posts is 1260.

Against this, the number of regular teachers is only 982, of which moreover, 42 are due to retire in the month of February.

He said the government must take necessary steps for extension of retirement age to 62 before these 42 teachers are due to retire. He also demanded that vacant teaching posts must be filled up, and college principals should be appointed on regular basis.

If the government fails to take requisite action in respect of these demands, the teachers would be compelled to launch various forms of agitation, he said, though he declined to say what form of action would be taken up.
