Moirang engineer abducted

Imphal, Dec. 7: An executive engineer of the Manipur irrigation and flood control department was abducted by unidentified persons on Wednesday, senior officials of the department said today.

They said Konjengbam Bheigyachandra Singh, posted at Khuga multipurpose project in Churachandpur district, went missing after he left the head-office here on Wednesday morning.

The department came to know about his abduction yesterday after Bheigyachandra Singh did not turn up for a meeting of senior engineers of the department and officials of National Project Consultative Corporation.

The family of the engineer, who comes from Moirang in Bishnupur district, informed the department about the abduction. However, no group has claimed responsibility and the family could not offer any clue in this regard.

Police today said a suo motu case of abduction had been registered and efforts were on to find the engineer.

Officials of the department have apprised irrigation and flood control minister N. Biren Singh of the matter. The minister has, in turn, informed chief minister Okram Ibobi Singh, who is in charge of the home department.

Sources said Bheigyachandra Singh’s abduction would hinder the construction of the Rs 335.1crore Khuga multipurpose project. The department has set March 2008 as the target for the completion of the project.

The official’s abduction will also affect the distribution of corrugated galvanised iron to 720 families who have been displaced by the project and require the materials to construct new houses. The rehabilitation scheme, launched by Biren Singh, began last Monday and Bheigyachandra Singh was in-charge of the distribution of the material.

“The meeting of engineers of the department and officials of the National Project Consultative Corporation could not be completed yesterday as the engineer was absent,” one of the sources said.

Executive engineer Laithangbam Yaiskul Singh of the flood control and drainage division-II was abducted by unidentified persons on October 30. The abduction came on the day three PHE engineers were freed by the Kuki Revolutionary Army. Yaiskul was freed three days later.
